Employees
The collective bargaining agreement you work under governs your eligibility to participate in the Trust. Employees are eligible if they meet the requirements contained in their bargaining agreement and the required monthly contribution is made to the Trust. This book addresses the benefits covered by the bargaining agreement between School District No. 1 and the Portland Federation of School Professionals (PFSP), District Council of Unions (DCU) and Amalgamated Transit Union (ATU). The applicable collective bargaining agreement in place at the time your eligibility is determined shall govern.
Portland Federation of School Professionals (PFSP)
Under the Portland Federation of School Professionals (PFSP) bargaining agreement, full-time and part-time employees are eligible. A full-time employee is defined as one regularly working 30 or more hours a week under a PFSP collective bargaining agreement. A part-time employee is defined as one regularly working at least 20 hours, but less than 30 hours, per week under a PFSP collective bargaining agreement. Part-time PFSP employees are eligible for 50% of the contribution made by the District for full-time PFSP employees.
Eligible employees may choose between Kaiser, Providence Open Option and the Providence Personal Option for medical and prescription drug coverage. Full-Time and Part-Time Option 1 Employees are also eligible for dental, vision, life, AD&D, long-term disability coverage, voluntary AD&D and optional life.
The Trust also provides a Part-Time Option 2 Plan if you are a member of the PFSP bargaining unit and a part-time employee of the District. Part-Time Option 2 employees are only eligible for medical and prescription drug coverage. Eligible Part-Time Option 2 employees may choose between the same options available to the PFSP employees for medical and prescription drug coverage, voluntary AD&D and optional life.
Full-time and part-time employees hired prior to January 15 and working through the entire standard school year will have eligibility through September 30 following the end of the school year. If a full-time or part-time employee is hired after January 15 and works through the end of the standard school year, eligibility will continue through July 31 following the end of the school year.
District Council of Unions (DCU)
You are eligible if you are a full-time employee under the District Council of Union (DCU) collective bargaining agreement (other than warehouse workers, truck drivers and television) that requires contributions to the Trust on your behalf. A full-time employee is defined as one regularly working 30 or more hours a week under a DCU agreement. Eligible employees may choose between Kaiser, Providence Open Option Plan and Providence Personal Option Plan for medical and prescription drug coverage.
Full-Time employees are also eligible for dental, vision, life, AD&D and long-term disability coverage.
Employees must work at least half the business days of a month to have coverage the first of the next month. Otherwise, coverage will begin the first of the second month.
Amalgamated Transit Union (ATU)
You are eligible if you are a full-time employee under the Amalgamated Transit Union (ATU) bargaining agreement that requires contributions to the Trust on your behalf. A full-time employee is defined as one regularly working 30 or more hours a week under an ATU agreement. Eligible employees may choose between Kaiser, Providence Open Option Plan and Providence Personal Option Plan for medical and prescription drug coverage.
Full-Time employees are also eligible for dental, vision, life, AD&D and long-term disability coverage.

Excluded Individuals
Generally, employees working less than the required number of hours and temporary and seasonal employees are not eligible for Trust benefits unless specified by a collective bargaining agreement. Non-represented employees and employees covered by a collective bargaining agreement that does not require contributions to the Trust. If your bargaining unit does not provide for specific benefit plans, employees are also not eligible for those benefits from the Trust.
